novice can train, but not sign the student off. CSU and Fixed U/C are design features, considered 'endorsements in the CAOs and CAR's (which it looks like dragchute dragged up his info ). Endorsements can only be issued by CASA or a Delegate (I take it this would be the little sticker thingy ).
8. CASA must issue an aircraft endorsement to the holder of a flight crew licence etc by entry in the holder’s personal log book if the holder satisfies the requirements for the issue of the endorsement.
and
9. The Director may, in writing, delegate to a person all or any of CASA’s powers and functions under CAR. (ATO for example).

I shake my head when flying instructors use the term 'Single Engine Endorsement'
While I agree with you, having read the appropriate section of the CAO/Rs, they often refer to single engine endorsments.
