First of all, I don't know what a "rt" is.

There is no sim for a DO-228 on the current FAA simulator list so you will have to find a DO-228 and an FAA Inspector or DE rated in the DO-228. Where the checkride takes place does not matter.

DE = Designated Examiner, which you will usually hear referred to as a DPE or Designated Pilot Examiner. They are not employees of the FAA, but they have authority from the FAA to do checkrides.

Luckily for you, tonight's the night I visit the mother country.
Why don't you ask these guys nicely if they can help with an FAA check ride.
I do hope you are not contributing to this African airline's coffers in exchange for a supposed job. A two year expired IR makes you a very rusty pilot and there are many out there who would relieve you of lakhs of rupees under false impertinences.
