Think you need to make 10 posts before you are admitted to the PM sanctum!
As a recent PPRUNE joiner I started with one PM allowed either in or out. I got round it by drafting the response and then opening another tab to delete the incoming message so I could send - then deleting my reply once sent. Having passed 10 posts, I now have an allowance of 150.
