I think you may be right, but it is also true of many OF-2s (and some OF-3s), particularly those commissioned from the ranks, who may have been older when going through IOT (no other reason!), and so less malleable to the ways of the Staff Officer.
I recall one time when OOA, a (fairly senior) Flt Ltt who worked with me (not for me - he was the SME in a particular field) came up to me with a file and said:
"The Wg Cdr has asked me to staff this, what should I do?"
"Can't help you I'm afraid mate, it looks like all specialist stuff to me...."
"No - I meant what does:"staff this" mean????"
However, I believe the difference between a senior OF-2 and an OF-3 compared to an OR-9 and their effectiveness in a Staff Officer role comes down to early academic education.
