Carry forward of ILA
Despite their best efforts to reset your ILA every three years starting next year, the policy has been withdrawn WIE. You will however lose any ILA taken forward if you are posted. So make sure you use any of the 15 days ILA carried over before you get posted.

Any chance of a cut & paste of the text?
I'm currently unable to get to a PC to get hold of the IBN and there have been rumours doing the rounds in my current location that individuals would lose all carryover next year which has put cats amongst pidgeons and set hares running.
However, if it's only related to postings and not a blanket loss of leave that might at least go someway to calming things down.

I understood several cases had been raised by people claiming financial recompense for days leave lost not just in their final, but over the years leading up to leaving service. Most claims against the MOD (irrespective of their legitimacy) seem to be settled out of court. People have been asking for this for years.
Where I work, they've already started putting the stats out of people who haven't taken enough leave in proportion to the leave year so far, with questions being asked of those who have high (or low) balances and the inevitable implication that if JPA doesn't show your leave, you might be cheating. Personally, I am reluctant to put leave on JPA until I am certain I will be taking it - undoing it is a PITA.
Of course now it's not necessary (OR EVEN POSSIBLE) for cdrs to approve leave requests on JPA there will continue to be a mismatch between leave taken and that approved. I specifically asked to be given this capability at a previous unit - needless to say, JPA says NO.

If you believe there is a mis match as you say then simply get your Adj to access the individuals JPA account and check the leave applied for against your stats/leave book etc.

the current carry-forward of leave policy, where leave is zeroed every 3 years (1 apr 12, 15….) has been withdrawn with immediate effect. the policy regarding the zeroing of leave on assignment remains extant. Personnel will be permitted to carry-forward a maximum of 15 days at the end of each leave year, unless approved by commanding officers in accordance with jsp 760. Further information on this policy change will be cascaded through the chain of command and by unit hr personnel.
It was a mad policy in the first place. Glad the dawning realisation that a bunch of Harmony-busting people were going to come back from their latest deployment to find the leave that they had been unable to take was going to be deleted from their records.
Still leaves us in a daft situation that those who are posted to a new unit on return from OOA loose accrued leave. I guess we will have to wait until the tabloids run a story on troops returning home but deprived of time with their families before this final policy remnant from the asylum that is the MoD goes away.
Does anyone proof-read these policies before they are put in place?

If you believe there is a mis match as you say then simply get your Adj to access the individuals JPA account and check the leave applied for against your stats/leave book etc.
Outlook doesn't present the data in a useable way and it's not a legal record.
Most Excel spreadsheets are easy to view, but not easy to maintain properly, and they aren't legal docs.
JPA is a legal record, but, requires specialist staff to extract info from.

None of this is rocket science.
We keep an folder with A4 sheets in for people to book leave.
Once booked we put it on to BOC,s
We have three one month china graph boards which we update regularly.
If we suspect anyone of fiddling the books a quick word with the Adj reveals all............
Not sure how or why this is so difficult to get to grips with

It is quite easy to see someone's leave record if they are in your JPA hierarchy; everybody is in someone's hierarchy, maybe you could ask a blunty adminer to show you.
