"There's no overarching IT system to manage it in its
entirety."
Looks like they got one bit right then.

The Fleet Air Arm was a proper LEAN Organization...

Seriously though, if it takes four years to train a fast jet pilot there's clearly something wrong with the present system. Not that the proposed system seems likely to solve the problem.

"The use of ex-military personnel should also ensure a steady
throughput of instructors for the training system"

Once the military has no longer any need (certainly in large numbers) for its own instructors, where will the supply of ex-military instructors come from to maintain that military ethos in MilFlyTraining PLC?

The dwindling size of HM forces will allow for this, and if not, the UK could become a net importer of QFIs from other countries who didn't sell their gold at rock-bottom prices and bet the farm on a never-ending economic miracle.

The problem is:

not Lean,
not the salesmen,
not the product on offer,
not the IT system and
not the manpower to be used.

The real problem is the people who are listening...

The word lean is not mentioned once in the OP's article. There are gross inefficiencies in many aspects of the RAF (read Public sector in toto), flying training is but one of them. Making something more efficient is but one lean principle.

Haven't yet bothered to google where the program has got to? anyone got any updates worth sharing?
