The word lean is not mentioned once in the OP's article. There are gross inefficiencies in many aspects of the RAF (read Public sector in toto), flying training is but one of them. Making something more efficient is but one lean principle.
Haven't yet bothered to google where the program has got to? anyone got any updates worth sharing?
