Which EASA state is most 'user friendly'?

Which EASA state is most 'user friendly'?
I have a UK issued JAA ATPL but am seriously considering getting my EASA ATPL issued in a different European state.
I know that some European authorities will issue a type rating in your EASA licence based on your Gulf credentials, which the UK don't. I know the Italians have done or still do this and would be grateful if anyone could share their past experiences with any other national authorities, who have done the same thing.

I used the Irish Aviation Authority and found them to be very user friendly. All done in a couple of months via email. Each year just scan your OPC/PPC and email it to them and they send you a new CofT for your licence.

Thanks for the answers.
I will have a closer look at the IAA, as I have spoken to a couple of guys that are making the switch from UK CAA to the IAA. The Irish certainly seem to make life easier.

Agreed - I've been strangely impressed with the IAA's efficiency. And the guy who runs the licensing section is incredibly helpful if you email any queries to him. In that he actually responds, with detailed information.
