Israel National Aviation Authority/EASA/FAA

Hello guys,
We are about trying to purchase some spare parts from Israel but we are having problems.

Unfortunately they claim they cannot issue an EASA Form1 or a FAA Form 8130 for the spare parts. Does anyone know what would be an equivalent of a Form 1/Form 8130 in Israel?? And does anyone know if it accepted by EASA?
