You didn't mention the 50+ DECs (more if they can) that EK will employ each and every year. On its own that will take command the far side of 4 years.
Then there's delayed 380 deliveries in 2009, market turndown due fuel costs, lack of trainers, more DECs because F/Os won't join because of the DEC program and so on..........
My 'guess' is 4 to 6 years for upgrade for someone joining in 2009. Your 3.2 years to command is mischievous misinformation.
