I wouldn't read that into their choice of location for the "job fair".
They are also making a tour of the USA, and stopping all over the place, many of the locations are not places they usually fly into.
Theory number 1:
They're going where they don't fly because they want to find candidates who have not already applied.
Theory number 2:
The people doing the fairs want to see cities other than those the company flies.
