Presumably you're in Australia, but since "PP" is pretty cryptic it's difficult to be specific.
One of my friends, a guy I met in primary school over 50 years ago, recently retired from the Australian College of Optometry, who run a teaching clinic with discounted specs for pensioners, etc, in Carlton, with satellite sites elsewhere around Melbourne.
Because they target pensioners in particular, (but accept everyone) they get a much broader range of conditions than your typical corner optometrist. Because they teach, they have some of the best experts in the field (like my recently retired friend) and run specialist clinics for more complex conditions.
I have a rather complex history including such delightful terms as strabismic amblyopia, keratoconus, cataract (just one, at just 27yo, other eye is still fine at 62yo), YAG capsulotomy, vitrectomy, detached retina, schleral buckle, and of course myopia, all before I was 33yo, and eventually even presbyopia (age related arms too short) and type II diabetes... (No, I don't hold a pilots medical or license.)
At the college I've had expert eyecare for about 35 years now, with the added bonus that my friend had ready access to my records to discuss and elaborate on anything I didn't completely understand. I've also provided "entertainment" with my complex history to dozens of (thoroughly supervised) optometry students, which to be honest I quite enjoy.
All optometrists bulk bill in Australia. All are able to refer you on to an ophthalmologist if required. My friend points out that they drum into students that they should never be the last person someone sees before they go blind; if there's anything "exciting" going on, you'll be shunted off to an ophthalmologist, typically the Eye and Ear hospital, immediately if necessary.
Melbourne University also run a clinic nearby, but most of their patients are young healthy university students with myopia (short sighted); they probably see even less complex cases than your typical "corner optom".

I have been going to ISIGHT in central for 5yeras... both optometrists speak fluent English. eye exam around 500HKD.
