I believe the numbers coming back are quite large. Larger than you would expect. Not just the ones without PR who were forced out. But also those that quit for all manner of reasons. Time to command and other upgrades will blow out even more. Hence the town Hall motivational carrot talks to assure those overdue that there is a plan. It Just doesn't include you at this point.
