A with many if not most Civil aviation regulatory bodies, transparency is never their forte. Like HK CAD, CASA is very selective in its discretionary to regulate, prosecute and audit. The Pel air case may be a closer paradigm to HKA here in HK, where nepotism and close hauled mutual benefits preside. The difference though, particularly in Oz, is that systemically, the corporate culture is fossilized. Yes, HK has the CANNOT approach and resides in the backwaters of political diffidence but the Australian approach disallows lateral thinking and contribution from the lower strata of the organization, even if it is better equipped to make a functional change to a corporate event. It's an Australian thing! JM, even though homogenized in CX HK Culture has reverted to type and sadly has demonstrated that functional leadership..as it used to be defined in CRM circles, has little place in CASA. It's time that this organization becomes not only more democratic but less dependent on Empirical leadership and more cognizant on those that work the coal face to better effect change, management of its systems and regulatory mandate.
