HDP Basis

Why is HDP different for the different base/pay areas? Shouldnt one hour of duty be paid at the same rate regardless of base area? If it is based on the local salary is the full 84hrs amount a fixed percentage of the pilots salary? Can someone provide some info/history/figures?

Of course it should....and for asking a co-worker to swap a flight in exchange for a day off WE have to pay him a company 'suggested rate' of $1000 HKD PER HOUR!!!
CX give 2.5% of 84 hours pay ($3750 HKD) for a 20 year A scale captain for the ENTIRE DAY whether they operate 1 hour or 16 hours to lax!!!
