B215 Airway closure - China

Can anyone explain why this particular airway can be closed at short notice or have significant alt restrictions placed on it? I presume it is associated with military operations but why is this particular area so sensitive?
Thanks

Mate the Chinese do whatever they want, whenever they want to.

Just go with the flow, because complaining to ATC gets you zip.

I quite agree. I am just curious as to why this airway is regularly closed. I have heard all sorts of stories as to why but would like to know if anyone knows a little more.
