Flying Instructors & Examiners A place for instructors to communicate with one another because some of them get a bit tired of the attitude that instructing is the lowest form of aviation, as seems to prevail on some of the other forums!

CAA premature swipe front of licence clean

With a prospective job offer I took the opportunity to update correspondence address on my ATPL(H). Revalidation on 'front' expired 31/5/22 so it looked like I would be able to renew before the '3-year point' - which was my understanding when ratings would revert to back of licence if not renewed? I couldn't use the online portal due to some 'back office' lockage and was advised to use the online form. I had appraised FCL of my situation and intentions and all looked promising - until I received my 'new' ATPL(H) in the post - having had the revals wiped off and rating moved to the back.
I had told my potential employer that the rating was still on the 'front' etc so they could plan relevant 'refresher/differences' (non-UK).
FCL said that it was the way the 'system' worked and only recourse was to write to 'customer services' to see what they had to say. I fear that this is the same department whom have scored some dreadful reviews and have a significant backlog.
Would appreciate any input of where progress/common sense has been achieved at FCL.
The annoying thing is - I had discussed the requirements/situation with FCL and thought we had a plan that would work - now, it's looking like I will lose the job offer.

As you refer to 3 year point I take it you are referring to a FI(H) certificate. As it expired on 31/5/22 then it has expired and any licensing action will result in it being removed to the rear. You should have completed an AoC to have the certificate renewed before you notified the change of address.

nothing to do with FI - and I’m not even entirely sure where I heard the 3-years from. You live and learn

I assume then that you are referring to the Type rating which has a validity of 1 year. In any event anything that has expired will go onto the back if licensing action takes place. It seems the CAA gave you some bad advice or perhaps didn't understand. FCL was disbanded years ago.

'Would appreciate any input of where progress/common sense has been achieved at FCL.'

Please don't use terms like 'common sense', and 'progress' in the same sentence as UK CAA Licensing.
They are without doubt one of the most incompetent groups I have ever dealt with.

Unfortunately the CAA has been screwed by the EU and its own first CEO Andrew Haines now CEO of Network Rail. He saved them lots of money by getting rid of all the knowledge.

Hear, hear! Gone are the days that if you needed advice on interpretation on an entry in a CAP you could ring your Inspector, and get an intelligent reply. Now its a case of having to email a generic address and wait 10 working days or more for a response. I've experienced no response on a number of issues, having to follow up on numerous occasions, then having file a formal complaint before a response is received.

From personal experience in aerodrome ops when I was a lad Aerodrome Inspectors had a wealth of knowledge and experience, normally ex airport ops staff, pilots or navigators. To get that level of expertise you had to pay a competitive salary. That's no longer possible so you have people being recruited off the streets, put through a course or two, short period of OJT then let lose to regulate aerodromes. As I noted in another CAA related thread, an industry colleague of mine came up with the observation that CAA is now run by primates, something that I disputed as we do not pay peanuts for the privilege of being regulated by them!
