FI/IRI renewal

Forgive what on the face of it may seem a dumb question, but thought I'd check anyway - do you need a current IR to renew an IRI rating within an FI renewal?

FCL.915 FI basically says you can't teach for a rating you don't have, but I'm not actually instructing at the moment. Probably a chicken and egg situation, but was intending to do the FI renewal before my MEP/IR renewal (so that I could feasibly get some instructing work at least), but the assessment of competence was going to entail flying a 19.D exercise for which I'm assuming an IR is required.

You can renew the IRI section of the FI certificate on the AoC, but can't exercise the privileges until you have a valid IR/IR(R).
