Angel Noise Certification Flight Test - Gulfstream

Anyone here familiar with this stuff: ?

Older Gulfstream G-II/G-IIB/G-III jets were certified in the US to FAR 36 Stage 2 regs and to ICAO Annex 16, Chapter 2. At the time, FAR 36 had reached an amendment level (36-8) which allowed noise testing at V2+10 OR the all engines operating (AEO) airspeed at 35 feet.* Conspicuously, the AFM's approved Noise Standards pages for FAR 36 call for testing at 164 KIAS, while the ICAO pages call for V2+10. Using the G-III as example, V2+10 = 164 KIAS. The question is, when Gulfstream states "164 KIAS" under FAR 36, does that mean the AEO airspeed, or???

* Later changed to V2+10 to V2+20.

I realize this is a niche area, but thought I'd post for some inputs.

I hate seeing threads go unanswered so I'm going to take a stab at this...I would think they mean AEO simply because noise abatement and noise abatement departure tracks don't apply with EFATO...I'm guessing that the AEO screen speed as Davies calls it 'V3' or the steady all engines climb speed 'V4' is what is meant...I really don't know but I thought about it for some time, to reach my conclusion...
