can someone who is fluent in the language of the English Legal Language please translate it into pigeon English so us normal folk can understand what the government are saying?

I am not surprised this has attracted the attention of the competition authorities. You may recall that Swissport had to sell the Servisair handling business at LGW at the time of Swissport`s merger with Servisair, as it was felt the combined business was in too strong a position.
So then Aviator buys the Servisair operation, BA dump Swissport and go to Aviator, Swissport decide to leave LGW, and Aviator takes over the business. So Aviator are now in the same position as Swissport + Servisair were originally. The only difference at LGW is that there is now extra competition from Airline Services and dnata, which may save Aviator from having to give up some of its business.
Will be interesting to see how it plays out.

Looks like Aviator will have to 'get rid' of a few airlines, currently they have an enormous share of LGW with BA, Virgin, Thomson, Thomas Cook & Norwegian.
Cannot see how that can be allowed to continue, with all the major scheduled and charter/holiday airlines at LGW except easyJet and Emirates with the same GHA, unlikely to remain for long!
Or maybe cynically, Swissport knew this situation would arise, and are ready to buy back some airlines!
