Where can I find someone to......
.... design a program for an interactive whiteboard, comprising:
A hundred blank textboxes, which
Can have text added, and
Can be cycled through red, amber and green background when touched.
Context: the boxes will have skill 'milestones' written in them, and be set to a red background. When the child masters the skill to some degree, they click it to amber, then green when fully mastered.
Does a thing (app) exist? If not, what sort of outfit will create one? Will pay money!

(1) Lookup name of whiteboard manufacturer
(2) Find their phone number
(3) Ask if they have a developer partner programme
(4) If so, ask who the nearest partners to your geographical location are
(5) Job done.
(If they don't have a dev partner programme, you'll need to find out what programming languages you can use to develop on the whiteboard and seek out software developers in our area that can programme in them, and check they've got experience with whiteboards.... more time consuming !)

The university is a good idea, but also there are websites to hire contracting teams that can bid for the lowest price for you. Sorry I forgot some of the websites at the moment. But they usually are contracted out of Vietnam or India.

I have used people from this site www.vworker.com to carry out many projects ranging from Databases, web sites, logos etc.
Simply put, you post details of of what you want done and then many vworkers will bid to do the work. You review the bids and select one you are comfortable with. You can exchange messages with the bidder to establish their capabilities.
Payment is held in escrow by the vworker organisation until you authorise its release.
I would certainly use them again for smallish projects.

Or you could talk to your nearest University computer science department and ask if any student would be interested in a project.
Few students, no matter how bright, skilled, and earnest they may be, will have all the experience and skills immediately at hand to provide a complete, durable, and sustainable software solution to a real-world problem-solving software application. That's Not to say a student consultant cannot help you devise and test concepts and features in a very cost-effective fashion, though.
For successful final results, intended to be used by unconnected 3rd parties, quite a bit more must be done, -- and how much extra that is will be clear only to someone who has done the "product" process -- from start-to-finish and through reflecting-on-said-process-in-the-rearview-mirror -- a few several times.
