If you're using Acrobat, F8 should toggle the tool bar on and off.
Whether or not to display the toolbar can be set in the Document properties - so it may just be coincidence that it happens with Google. On the other hand, if all the messages are coming from the same source, maybe the originator has set some setting so that all their PDFs lack a toolbar.

a PDF file viewed in an internet browser often lacks the editing or other features available when viewed within the Adobe Reader
the solution is to download the file (NOT open it in the browser) and THEN open it in the Adobe Reader software
