The former is a media player application, the latter is the runtime libraries for the Windows Media Format. If I remember, the decoupling was caused by an EU decision against Microsoft which meant MS has to offer versions (the "N" versions) of Vista without WMP and Windows Movie Maker.

Well, I guess the answer is, if you don't want to use Windows Media Player then the answer is "no". And if you don't want to play anything in Windows Media Format 11, then the answer is also "no". But I'd just leave them be.
