Licence validation

A friend of mine should go to Canada to pick up an aircraft and fly to South Africa. He’s got a South African CPL and the aircraft is C- registered. He tried to contact the Canadian CAA but no answer after 14 days, does anyone if it will be possible to obtain a temporary permit or a validation of his licence to fly the plane as PIC?
