Denver seems to get a lot of the diversions for the wackos - I guess we are just about at the 2-hour mark from SFO, LAX, SEA, STL, ORD, MSP, MCI, DAL, DFW, MEM, etc. etc.-
- right at the point where the internal self-control or external imbibement or self-medication reaches the cracking point...
As the tagline form the old US police show Hill Street Blues went - "Let's be careful out there."

Maybe your need to build a special aerodrome with no real facilities apart from a police station. courthouse and a jail.
Divert - hand em over - takeoff again. But maybe there would be too much traffic.
