circling to land vs circle to land

Hi all

just wondering if this approach is correct .

circle to land - good weather , visual approach , jeppesen chart circle to land published altitudes for doing visual circle to land
circling approach - technique in case of bad weather or strong crosswind to for ex. break out the clouds and continue to other rwy using techniques such a 45 degree 15 second etc. with all those rules to stay within 1,7 NM circle from rwy threshold etc.

From my experience I opine they are the same thing, ie when converting from a rwy approach to land on another rwy. ILS to circle - after the ILS you are deemed to be ‘circling’. The latter is always completed visually and staying within a specified distance (a function of approach cat) of the landing area.

ok , so let's assume VOR 05 followed by circling to 23 in VFR conditions
should I
- descend to VOR 05 minimum ex.700 ft and at that altitude make a circling to 23 or ,
- descend to circle to land altitude ex. 2200 ft and at that altitude make a circling to 23

If it’s VFR conditions arrive at circuit height of 1500 AGL join downwind and and land. No need to descend to the VOR MDA....you’ll only confuse other traffic in the circuit ...
