According other sources there were three occupants on board. A few minutes after take off from Santos Dumont the crew returned to the airport after a complicated failure of the electrical system(s). Also ATC contact was lost and an emergengy squawk was sent by transponder. During the landing at RWY 02R there was a mainwheel(s?) tire-burst and the the Learjet 55C overran the runway and ditched into waters of Guanabara Bay.
All three occupants survived and not much "optical" damage was visible to the PT-LXO (YOC 1989) but I think salt water is not a friend of an airframe and its engines and other technical equipment....

Check this Brazil news video, the Lear was further out in the water, and with full power, the aircraft is moving back towards the shore.

Globo Vídeos - VIDEO - Resgate de avião que caiu no Santos Dumont demora quase 8 horas

I'll have a better link to a longer video tomorrow, shows all the emergency vehicles awaiting the Lears return to shore!!

Note; this is the 4th biz jet to run off into the bay at this airport!!! Two Lear 55's and two Citations.
