Exactly!
Mr League was the first paid Airfield traffic controller.
I stumbled into the photo when searching for the origin of ATC/ the meaning of the balls and flags shown in the Port Aviation photo.

Thanks Bear. The spirits clue sent me into Kentucky and Tennessee until it dawned on me that other Spirits might be inviolved. Only found Mr League after I found the airfield.
