Hi I42 and SLB, sorry for the delayed responses. Neither Italy nor France, and the main road isn't a toll road. A clue that might narrow things down just slightly: the smaller road, parallel to and roughly equidistant from the large highway and the runway, is Roman in origin.

RAF Leeming it is, the Roman Road being Dere Street, the old Great North Road. Taken from a British Airways Airbus en route from Newcastle to Heathrow in 2018.
