Hot and high altitude. Where would you have that to justify an aircraft project which is not a bit Russian? Chilean, Argentine, or Peruvian? French for Algeria? India?

Yes, one aircraft was built and it flew, very briefly. It was not built nor designed in any of the countries mentioned.
