Fogged in from around 7pm last night til what? 11am this morning. How much did it cost the economy, airlines? How often does it happen per year? Who's going to pay for it? There's your answer
Some fairly serious missed app gradients to deal with. The lowest minima is 2110' / 241' AGL / 5.0 percent gradient to 3200'. If you went to a 100'RA minima or lower the gradient would be rather steep.

The airport corporation (CAG) announced recently at Airport Safety meeting they are pushing to have the ILS upgraded.
Whilst I doubt this event will be enough to get the upgrade across the line, hopefully it adds more weight to the issue.

The ILS is already CAT II capable. There are some extra infrastructure items to be sorted like lighting, rvr, and tower monitoring....not insurmountable.
Max missed approach gradient allowed is 5%. If the obstacle / airspace environment remains as it is then lower minima for CAT II is not possible. Funnily enough it's the restricted area that is the issue...

This little nugget seems to be worded poorly. Over the last week, I've heard countless crew asking for clarification.

It's the DME channel of the co-located ILS that not in service. The LOC an GS is available with the CB DME. Perhaps ASA and/or Canberra Airport should reword it?

Yes, terrible wording. All they have to do is say ILS-Z APPROACH RWY 35 NOT AVAILABLE and everyone would get the picture. You can still fly the ILS, just with the ILS-Y using CB DME.
