I reckon you have three possible fuel states:
More than minimum fuel - no call (any pan or mayday has nothing to do with fuel situation eg WLM diversion)
Minimum fuel - let's make the call...hmm... "Minimum Fuel"
Less then minimum fuel - mayday fuel.
