NAS 2C Post Implementation Review

The PIR of the NAS 2C characteristic "Operations at Non-towered Aerodromes" has been distributed and is available from the DoTRS site here: http://www.dotars.gov.au/aviation/ai...eform/pir.aspx

Rumour is that this final version has been toned down from the original, to go some way to satisfying a particular party.

Semi related but from athread in the ATC forum and specifically for Dick. This from a US controller who uses that system every day.

Man, you guys make my head hurt with all this complication... You would LOVE the way that we do airspace around here, we treat it all pretty much the same as controllers other than Class B that is... No fuss, no muss <G>...

They also considered that the CTAF specified as a frequency is preferable to defined physical boundaries.
It also is of the view that the CTAF (R) designation was only a political necessity, and should be abandoned.
So which is it?
