Considering Aiwork hold a valid AOC for this operation (ableit an NZ one) and assuming Toll have plenty of freight then I reckon they're either waiting for -

1. Aircraft; or
2. Flightcrew

Rumour is around these parts is they're got two planes on ZK rego and crew all signed up, kicking off early May.

Considering the amount of fuel getting loaded by these guys I'd say they're not too concerned with their fuel bonus.

Certainly not skimping by any means when you compare with a QF/DJ 737 load.
