Believe Bro, as I said..there is plenty else for the herc dude (man that must have been depressing) to complain about, but the fuel thing is not one of them. And going by the way we sometimes get to tanker it back to Dubai I think it is still cheaper elsewhere.

If you brother in law works for ANZ and thinks their policy is the same as yours send him an email to get back into the books.
I have obtained from a friend of mine what is known as Safety & Emergency Procedures Manual.

Flight Attendants
Continue service with caution. Be aware that service still may need to be modified or discontinued depending on intensity and duration of turbulence
It does not say to pack up the service when the signs are on.
On one flight I did every time there was the slightest jiggle, on went the signs and it took 5 hrs to do the service. In the meantime your surly F/A's sat down and read books and ignored their pax even to the extent it was difficult to get a drink of water.
The one thing I discovered about QF after mistakenly spending my money with them was that flexibility has no place in their vocabulary.

On the subject of flexibility, reminds me of an experience in the early '80's. I did some training in the QF 747 sim at Mascot with a QF Senior Check & Training Captain as part of a type rating I was doing for the company I was working for at the time.
Because QF had Pratts the procedure at top of descent was to slam the throttles closed to prevent compressor stalls. I diplomatically explained to this chap that since the company I was with did not use these engines this procedure was not necessary and could we please omit it.
Not a chance, there was only one way and that was the QF way and that was the way it was going to be done.
I've been playing around with the sharemarkets for a long time and there is one company I will not be betting my bucks on-QF.
But I digress....................

That manual(An EP manual) does not refer to SOP nor override it
Further, it refers to "light turbulence"
This again is detemined by the PIC.
You have a choice.
If you are not happy fly with someone else
Hope your 12 year old enjoyed the onboard games and movies.
The childrens paks you referred to are for children under eight.

Please refer your brother in law to the SOP disc and tell him to enter SEARCH, and SEAT BELTS. There is no reference to seat belts in SOP's.
Those procedures are in SEP manual.
Your BIL needs to go on a refresher course.
Another example of QF inflexibility. Why can't anyone have a kids meal or a kids pack? What's the big deal.

The Point is the PIC will make a decision regarding Pax and Crew safety.
Since it may not agree with your view of the world does not mean it is incorrect.
In the scheme of things it appears you may have just had a bad day(or life)
Get over it.
The world and its populace have more important and pressing matters to ponder....starvation ,war,infant mortality and war to mention a few.
Your minor inconvenience pales in to insignificance.
You enjoy the rest of your priviliged life

I think the actual world standard is what my airline does (and many others) and is what I (as company policy) always brief the crew on before each sector:
Light (annoying) turbulence: Seat Belt sign ON and cabin attendants check compliance and continue whatever level of service the Purser is happy with.
Moderate or more turbulence: Seat Belt sign cycled 2 times and PA "This is the Captain speaking, could all cabin attendants please take their seats". This requires an immediate response.
Fact is the Cabin Crew being both trained and experienced can walk around in light turbulence conditions we don't want the SLF doing. But if it gets worse (or if the Purser requests it) we shut up shop for the duration.
How much simpler could it be? By the way, all the cabin crew I fly with enjoy going to work. Barely a missed smile from start-up to shut down. Wonderful!
