ADS-B "ground stations" were ten a penny in the UK. I have one sitting next to me - about as big as two packets of cigarettes and it plugs into my PC. It's a very, very simple box of tricks but remember that it is line of sight only.

You can make one for around 50 quid using a Raspberry Pi.

So what is the lowest cost commercial unit available ?

Surely there must be a salesman who wants to earn a sale?

Just pointing out that the RTL-SDR conversation started happening around post #5 and generated about 10 posts... then all those posts were moderated out... then happened again a few days later with a completely new batch of contributors and another 10 posts... note their absence... Is this phase 3? Not intended as a criticism of the moderation, just slightly amused.

AND YES I TOO HAVE A RTL-SDR...

Commercial and conventionally reliable? Or commercial and certified for ATC use?

The latter, try Thales and the figure of $100k has already been mentioned.
