New Special Flight Rules area in NYC?

The new President-Elect of the US has indicated that he does not want to live in the White House, but prefers to stay in his downtown Manhattan residence.

I'm exploring the implications of this, should it come to pass, and one thing that occurs to me - although I haven't seen it discussed anywhere - is that the FAA will have to create a similar protection zone around it as currently operates around Washington D.C.

Can anyone with operational experience of the two areas tell me what the implications will be for aviation in the NYC area?

I dare say the sightseeing helicopter operators might just object to that.

Probably won't have too big an impact on commercial flights in/out of the major airports in the NYC area, they already have to avoid overflying Manhattan below a certain altitude anyways. (I forget the exact altitude off the top of my head)

Last time I took a sightseeing helicopter the pilot told me they're only allowed over the rivers, but could still see issues with that as Chevvron alluded to.

Turns out there's a temporary one there already and indeed is causing problems, which was supposed to go away on Inauguration Day... but who knows?
