Chinese ATC facing a crisis?!

A consulting firm in Shanghai seems to be working on analysis of Chinese ATC. I think this guy really nails it in identifying the future struggle of the CAAC in China. But say the airspace did not change, just the ATM technology, could it handle these kind of traffic volumes?
