Climb instruction

When you read FAR, pilots are requested to climb and descend at a rate between 500 and 1,500fpm for IFR instruction.
But practically most of jet airliner climb at much more faster than 1,500fpm, especially in initial climb.

Is this considered to be ATC violation or is there an exempt for jet?
