KSFO start clearance on taxiway Zulu

The other night we asked SFO ground for push and start clearance from Plot 10, Asiana Cargo ramp onto taxiway Zulu abeam Yankee. He cleared us to push onto Zulu but said the "city" was who we needed to contact for start clearance. After querying the controller as to owns the real estate "twy Z" he said he could only authorize the push but not the start in that it was owned by the city and for us to contact them. Eventually and reluctantly he gave us the frequency of 133.55 to call for start. I've looked at the 10-9, 10-9B, and AF/D and cant find a thing about it. Can anyone shed some light on this.
Fatigue was not an issue

Question answered from SFO ATC

I rolled through there the other night and asked another tower controller about it. He said it must have been an FNG. I swear it was the same guy working the night shift. Anyhow SFO ground is good for both push and start clearance onto twy Zulu..That one had me stumped....
