Why not do a re-design of the ILS procedure with a FAF altitude of 3000FT?
If you never issue anything lower there is no need to publish a lower altitude?
Then you could join the "cleared ILS" gang.

Beacause aircraft establish on the localizer at any distance out to about 18 miles and on westerlies, London City departures climb beneath them to 3000 feet.(not to mention lots of other low level traffic in possible conflict) It has all been thought of and discussed over many years!

FAF/platform altitude of 3000ft is not possible everywhere as some airfields in class G airspace with ILS are under class A airspace with a base of 2500ft, thus platform altitude has to be lower.
