EOBT restrictions in Canaries?

EOBT restrictions in Canaries?
I was in one of the Canary Islands recently and we were ready to push 10 mins early (prior to EOBT). Ground informed us that under no circumstances were we able to push any time before our EOBT. (We did not have a slot-CTOT of any kind).
Can anyone shed any light on this?
I understand that we are able to push and start any time +/-15 mins within EOBT?
It did sound to me that the controller was perhaps working to rule? (or am I missing something here? I have never had a problem before when wishing to push and start before EOBT?)

You're right about FPL validity in Europe, EOBT -15/+15.
Funny goings on in the Canaries at the moment. You might call it work to rule, but whose rules? Nobody knows.
From other threads it would seem they are too busy counting their money to provide an ATC service.
I hear their contracts are all up for re-negotiation in April so there is a bit of posturing going on, allegedly.

L B - you might consider reporting this to Eurocontrol - happened to me in MAD (I was.....) a few years back when ATC 'introduced' their own slots (Spanish carriers exempt, oddly enough). Deft use of HF to company and as it happened our ATC man was in Maastricht at that very moment = kick in the Madrid cojones by Eurocontrol.
