Diversions - acceptance and selection?

I see today that a diversion from Bristol has gone into Heathrow this morning. I thought Heathrow was an absolute no no for diversions unless they were medical or a mayday/pan situation? Where a weather diversion has significant available airports outside of London, it must be preferable to go there?

Basically, what is the deal?
