mea versus msa

our terminal control area has a problem.there is an airway and it's mea fl180but msa is 11500 .which one shall we use for a descent clearance ?

MSA

MEA doesn't just take into account MSA, but reception of navaids along the route. If you're descending out of the airway under terminal control then that factor shouldn't matter too much. So - MSA is the level you can use.
