Low approach clearance - minimum altitude included?
So, as I put in the title:
Do you specifiy some kind of altitude minimum when issuing low approach (or low pass) clearance?
For example: cleared for low approach rwy23, not below 500 feet, qnh1013, wind xx.
Or you think it is unnecesary?!
What does ICAO or any other national document say about this topic?

It's a long time since I worked in tower, but it used to be that if there was a vehicle/aircarft/personnel on the runway, restriction was minimum 200ft agl, otherwise, no restriction at all. Can't confirm for now though.

In the UK the minimum height is 400ft aal if there is another aircraft/vehicle/personnel on the runway. This follows an incident at Bedford Thurleigh many years ago when a Trident (I think), carrying out an intentional go-around, clipped the top of the tail of a Comet which was lined up on the runway. If there is no requirement for it then I don't specify a limit.
