In the UK the minimum height is 400ft aal if there is another aircraft/vehicle/personnel on the runway. This follows an incident at Bedford Thurleigh many years ago when a Trident (I think), carrying out an intentional go-around, clipped the top of the tail of a Comet which was lined up on the runway. If there is no requirement for it then I don't specify a limit.
