First be careful of your facts when you spew about the US being the only one who doesn't comply with ICAO. Take a look at how many exceptions to ICAO that the UK has.
Well you're correct. My research lacks. Don't care about the UK exceptions though. Point is, if member of ICAO, follow it as much as possible. RTF should at least be standard worldwide, even though I heard UK got some exceptions here too. Probably a language thing like "oh my, in England we say this and this", "We yanks use this and this" and "downunder we say it like this mate..".

ICAOs recommended "English Language Proficiency" assessment on all controllers is more than welcome too, or? I think from January 2006?
