LHR Phantom TCAS target

I wonder if you chaps at Hounslow Municipal have checked out the Poyle Industrial Estate for the ghostly TCAS target? I bet it's Blogg's Avionics bench testing a transponder. The location is about right.

Whichever runway you land on/take-off from, you will cross the Poyle Industrial Estate below 2000ft. Is there really a TCAS problem that low?

Bit worried about this one - do you really need TCAS to avoid an Industrial estate!!!

I think it's the Peoples Republic of Datchet trying to get even with the noisy airplanes. It's no real snag, but LHR considered it worthy of a mention on the ATIS. The traffic alert occurs more or less crossing the M25 with no mode C. Hence my suspicions that it's someone bench testing a spontrander.
