This is a way for users to test a flight plan before submitting it to IFPS, where it is indeed checked.

Good way to test different routeings, and also to avoid getting a MAN or REJ back from IFPS when submitting the FPL.

Was at the CFMU user forum last June, and got a presentation plus test of a new product called Daedalus.

With Daedalus you put in an IFR FPL without field 15 - the routeing part. Daedalus will then come back to you with suggestions for different routes that you can choose from and then submit the FPL to IFPS the normal way.
