Under JAA/JAR:
Is the B1900D considered a JAR23 or JAR25 airplane? Is it certified single pilot or multi crew airplane for regular public transport of passengers.
Does a Captain on it for the above operation (pax scheduled transport) require an ATPL license?

the 1900 is above 5700kg, or 12 000 lbs, that puts it in the medium class ,and for a/c above that weight, you need ATPL for PIC left seat, i.e. captain. FO can be CPL licensed.
Not certified for single crew ops as far as I know, in any Part.

The JAA regs. state that the b1900 is a single pilot aircraft

The 1900 may be certified as a single pilot airplane, however regs require it to be flown with 2 crew when in pax ops. Single pilot only if cargo only. At least that's the way it is in the US, and Canada I believe.

A CPL licence is enough in order to fly the 1900 C/D for both
P.I.C and S.I.C. under FAA and JAA.
It's a Commuter category airplane with a 15000 lbs (7600 kgs) weight.
